Tar and chip is a process of liquid hot emulsion (liquid asphalt with certain additives) and ⅜” clean crushed (angular) stone rolled into the liquid. The idea is that you have a completely hard surface that looks like a beautiful stone driveway.
This all depends on the driveway and what the process is for the tar and chip. Done right your tar and chip driveway with last 10-20 years with minor upkeep. Tar and chip is more pliable than asphalt and will also not show any cracking as it is all covered by stone.
There is very little maintenance for tar and chip. Try to keep the leaves and dirt off the driveway as they can germinate on top and grow grass or weeds.
Yes although small areas might be expensive to repair as the type of emulsion used is generally sold in bulk fashion.

Tar and chip can be used as a cheaper alternative to asphalt to maintain existing driveways or roadways or as a fine finished driveway using multiple coats and lasting a longtime. It’s typically more expensive than asphalt.

So if you are looking for a one coat cheap way to maintain your driveway it is a great solution in any environment.

If you are looking for that fine fished long lasting chip driveway then I would say it is the wrong solution if your driveway is on a steep grade as water strong weather flow can erode your driveway.
